Why don't you try from the low end rather than the high end, unless you have a godlike CPU more RAM will cause more stutter when GC runs

How much RAM do you have in your machine?
How much of that is actually available (not being used by other programs)?

Try without better foliage

It should not be possible for the launcher to even try to download Forge's jar, it is packed into the installer.
Try this, go into C:\Users\[Your Username]\AppData\Roaming\.minecraft\libraries\net\minecraftforge\forge\1.10-12.18.0.2000-1.10.0
if there is a forge jar file in there, delete it and rerun the installer,
if there is no forge jar or this folder does not exist, run the installer from the command line and post the output as well as the launcher's log.

What site did you get the installer from? Please provide a full URL.

You should not be running the game from command line, every launcher should have a console available, I can confirm this for MultiMC and Mojang's launcher(though Mojang's launcher requires you to enable showing the console).
Please read the log section of my signature and post the appropriate log in the appropriate manner.

Are you sure that your server directory was the active/working directory when you typed the command?

The installer creates a log in the folder where it is, the log will be [name of installer].log

You have 4 separate versions of Optifine installed, each made for a different version of Minecraft.
