Is there anything stopping you manuallyu creating the profile yourself? (Just make a new one and select your desired Forge version from the Minecraft Version dropdown)

Don't rename the files created by the Forge installer.
It's not recommended to put the server in .minecraft.

If you're referring to their multipart coremod it's a known incompatibility with Optifine.
Try removing Optifine

The installer log is a text file with the same name as the installer, it will be right next to the installer as well

1.17.1 downloads everything needed to run a 1.17.1 server, it just has a different structure because of the change from Java 8 to Java 16 requiring advanced runtime arguments, which are handled by the provided run scripts
The jars were moved out of the root and into folders because they will not function correctly without the proper arguments, and the dev team didn't want users ignorantly clicking the jars and complaining they didn't work
As for the servewr discovery issue I don't know enough about your chosen VPN to comment

There's no crash in the log you provided,if there is a crash it's not Minecraft that's crashing

You need to go into your temp folder and delete all folders that start with forge_installer, then try the installer again

This isn't something we can fix (or even work around) without someone on the Dev team having an M1 Mac.
For context, this is not a Forge issue, Apple being Apple they decided M1's didn't need backwards compatiblity with their old graphics API when they made the new one and the update to GLFW to accomodate the change hasn't made its way through LWJGL as of this writing

Well that makes it a bit hard to verify issues when your host could be doing whatever the heck in the background without you knowing

We don't prevent you from playing old versions, nor do we intentionally break them. We just don't help or care if things fall out of alignment and prevent them working.
