[1.16.5] Adding support for craft tweaker

Im trying to add support for crafttweaker but for some reason its not actually being used as a dependency. Im new to this gradle stuff and i can't find any documentation on it, so I'm completely stumped. Anyways, i added the maven repo and the dependency to the build.gradle file but for some reason its not added. The project says that the build was successful when I run gradlew genEclipseRuns.
