Forge Server 1.16.4 Not Showing Mods Folder When Made

Are you sure you're starting a forge server instead of a vanilla one?
Remember, there are two jars and you need to start the server via the forge one.

Yea, you shouldn't be starting the Minecraft server. That starts a vanilla one.
You need to start the forge jar and I think you need to use the bat file that gets generated instead of just opening the jar.

you just have to run it (eg. double click, if it opens notepad then you have the wrong extension), although I don't think you actually have to make a bat file, even if it's a good idea. Just running the forge server jar instead of the normal server jar should be enough
