[1.16.5]Comprehend healing effects

Good morning,

apparently the (potion)effect code for healing/regeneration has changed. In the past the int/float perfectly matched the hearts refiled, but nowadays I have a hard time figuring out to set the correct variable. Is it based on a x20 tick rate?

 
          
	 .effect(() -> new EffectInstance(Effects.REGENERATION, 360), 1.0f)

 .effect(() -> new EffectInstance(Effects.INSTANT_HEALTH, 10), 1.0f)
