Forge server Run.bat problem

I made an local forge server that i was able to join, but it didnt have enough ram. so i created a run.bat with the following text:

java -Xmx10240M -Xms10240M -jar forgeserver.jar nogui
PAUSE
 

When i run it i get this:

Does someone have a solution?

My pc got 2X16 gb ram. cpu is a amd ryzen 5600X, and i have an  RTX 3060TI so it should be enough

Minecraft 1.16 requires java 8-15, you currently using java 17,
downgrade your java to 8 and the problem should be fixed.
