Failed to synchronize registry data from server

Whenever I try to join a server that I'm trying to set up with pebblehost, it gives me the error message "failed to synchronize registry data from server, disconnecting" and does not let me join. I am confident that both the mods and config files are the exact same, because I copied them over from the curseforge launcher right before I launched the game. Any ideas as to why this might have happened?

Above are the google drive links to the client side debug log and the server side latest log. my server doesnt generate a debug.log apparently, so that's all I have as far as that's concerned. If you need more info or a different way to view the files let me know, that was just the easiest way I knew of.

I should add, I can join sometimes, but it seems to be completely random whether or not I can join. for instance, this morning I joined succesfully, quit and immediately reloaded minecraft, and then was not able to join.
