Read an entire maps block id's

What I would like to do is read an entire maps block and item ids. Both from player's data and the physical blocks of the environment. The reason is is simply because from the transition from 1.6.4 to 1.7.2, because of the new system, players will loose all items that own related to a mod and all blocks on a map will also be lost because of the new system where it no longer is heavily id based. Any help is appreciated! Also I am aware of the server risks considering this little transfer mod I want to make would be very harsh on ram and cpu depending on how big that server is.

 

I need support for 1.6.4 modding. 1.7.2 will simply read the ids provided and assign the proper entitys and go to the location on the map that was provided when the id was found in the 1.6.4 version.
