Help! Wont Run with Forge

Okay, so I'm trying to install flan's mod, but every time I install forge my minecraft refuses to run, this has been going on for months to the point where I've just given up trying. Every time I copy the files from the Forge .rar to my .minecraft .rar folder, I get this error message:

even without deleting the META-INF folder, it does the same thing after I do delete the META-INF. Also when not using magic launcher, it just goes to the updating screen, reaches almost all the way across the loading bar, and says "Done Loading" but doesn't move any further. Help please.

If you're using Magic Launcher, why are you installing the mods manually?

this is exactly what I have been doing, both manually and through magic launcher, I'm not an idiot, I've been using Flans mod since it came out, but the new versions that require forge have never worked for me. So can someone please ACTUALLY help, and not just tell me how to install something I've installed a million times without problems.

Run the batch file found in the Rules and EAQ. Then post the output here.
