Custom Particle Tutorial 1.11.2?

I too would like to know how to create custom particles.  Recent posts here have covered how not to do it (don't subclass ParticleCloud), but I haven't been able to find any docs at all on how one should do it.

The official docs, under "Effects," have only a page for Sounds — nothing at all for particles that I can see.

So.  How do you create a custom particle in the latest Forge?

I'm not sure I can in any way explain how this works, but I know it does:

I only render the particles on one client (not all clients) and  I use packets to tell the affected client it needs to render the particle and then handle the message via my client proxy.
