However, it does the exact same error even with all mods enabled and regardless of what forge version is used (including older versions of minecraft (1.7.10, etc.) I would also like to note that the game never actually launches. Just the MC launcher and the game output window. I have also tried the "Repair Minecraft" option in the Twitch App with no luck. Open a command prompt (CMD, Powershell, Terminal, etc). Navigate to the folder you extracted Forge’s MDK to (the one that had all the licenses in).
