Does 1.7.10 not count as Forge?

I will create a Fluid-pipe system to transfer fluids in pipes. I would like to know how i can create this with a connection to a machine(tank or a pump). I have tried everything, I've been looking for tutorials, unfortunately none found and so I ask now in this forum Thank you in advance In this picture is what I have already done.
