i just reset my laptop its working perfectly now

I use this command java -Djava.net.preferIPv4Stack=true -jar forge-1.8.9-11.15.1.2318-1.8.9-installer.jar

But it still say it could not find or load main class .net.preferIPv4Stack=true

the command window didnt came up itried it using admin cmd but it said that it cannot access

i tried it but i wont work

it only come up with window powershell

the command window doesn't come up

here the log i think

i cant install minecraft forge it says these libraries failed to download.Try again and so on
