I have the same problem. I've just updated server to 1.4.6 and server is lagging a lot more. I also experience the block flickering, but no “Can't keep up!” messages. Server is running about 20 mods, ic2, bc, forestry, railcraft and etc. The server had no problems with 1.4.5, but after I installed 1.4.6 the performance dropped significantly. The server is running an Intel 3.2 Ghz quad-core CPU with 4 GB ram. I am using Build 6.5.0.474
