Solved the issue, old server was run in offline mode, new server wasn't. Making old server offline allowed me to connect to my old data.

Hi all, total newbie to the forums here, please go easy on me if I've made some major mistake. I had a vanilla server I hosted locally on my machine, and I've recently created a new forge server and pasted in the old world folder. Now when I connect with the same profile, I appear at spawn with a blank inventory, even though the rest of the world imported fine. It's a direct copy-paste from the old server folders. I haven't tested with the other players yet. This forge server only has a few server-side mods on it; bedbugs, morpheus, and a right-click harvest mod. It's tricky to search for a similar issue since there's so many keywords being thrown around. Would really help if anyone can shed some light on what's going on here! Thanks ?
