Should I download the latest version or recommended? How to update? GAME? What? Forge or what?

It's not related to the low specifications of my computer. Previously I did not have such a problem from forge. And I have these problems most when I have a full screen.

2GB is the full memory in my PC Minecraft takes 1GB ram of full memory in PC Its good, Minecraft have 30-60fps with LabyMOD and my Forge with this modes: BetterPvP 1.8.9, Xaores Minimap, Keystrokes, MemoryFix, MouseDelayMOD. Minecraft with this modes takes 30 fps with flashing gui. I have low pc i dont take the video of flashing gui.

Hello i have a little problem, when i launch minecraft with forge and mods, my mods getting flashing gui and options. Please help with fix this. My PC setup: OS : Windows 7 Proffesional (SP1) RAM : 2GB Processor : Intel dual core x2 GHz 2,31 Graphics card : Intel HD Graphics Little remark - When i launch forge with mods dont flashinng! NOW IT FLASHING WHEN I LAUNCH MINECRAFT WITH MODS IN FORGE.
