    My computer won't run the forge installer

    A couple of days ago I was trying to download the Foolcraft3 modpack, when I remembered that I needed minecraft forge-1.12.2 to run it, so I opend up the forge download page and download thw reccomended version. The download was completed with no problems, but when trying to run the installer it wouldn't start it, at first was because of windows defender's smart screen but even after having deabilitate the defender software the problem still persists. I looked up a couple of guides online trying to solve the problem myself but nothing seems to be working. when i start the installer it opens up a window to ask me if I really wanted to execute the EXE file but even if i click on "execute" the file won't start. If you know how to fix this please reply. thank you in advance.
