open a command prompt? Im really sorry, im new to all this ? what do you mean?

Ok, so I downloaded forge from this website. I placed it on my desktop, and clicked it to install it, but it came up with a message saying "this application requires a java run time environment 1.8.0" I have java and jre. I dont know the issue? I think it my be because I have the wrong version of Java, but I cant find any other version besides 1.8.1 Post debug.log
