    minecraft 1.12.2 modded server issue

    so im hosting on my computer with java 1.8 and go to run the server, starts fine but no matter what modpack as long as its 1.12.2 all my friends time out. I just got new wifi and its wayyy better and my pc is fine it can run it so i was wondering if it was an issue with java. please help. (edit) so just extra info the forge is forge-1.12.2-14.23.4.2705-universal speeds are 10 megabytes (not bits) for upload and 80 megabytes on download i also have 48 gigabytes of ram an intel i7 and java is 1.8 the lastest downloadable 1.8 i think (edit2) also this is ONLY 1.12.2 modpacks servers on lower versions run perfect my friends are at 5 bars lag free. Another note 1.12.2 VANILLA servers work fine so its something with forge i think.
