Each Optifine version has a Changelog listed, for instance this one is for Optifine version 1.12.2 HD U E2, in this changelog it mentions "compatible with Forge #2729", this means it is compatible with the Forge version ending in 2729, which turns out to be Forge version 14.23.4.2729.
I see so I just keep downloading forges until I find the right one?

I got the optifine for it... however it still wont work. however when it does crash I got a message saying "it looks like your using an unsupported modified version of this game" I do have a working forge for 1.10.2 does that mean I can only have one? or do I have two serpate mods folders? im up for any ideas

I got the message after multiple tries of trying to get the forge version and I don’t know why it’s here! I’ll put pictures of crash report and everything for you guys thanks for your help!

okso in the thing (forgot name) I found the one that works however the download has multiple ones all reqiring different forges?
