what if i ran a 1.14 world with 1.12 forge and mods? is 1.12 too outdated?

Can I use forge 1.13 with 1.12 mods in a 1.14 world? I am building a massive city and I need some food and decoration mods to make it better, I really don't want to wait for forge 1.14 and then for all the mods to be updated before I can make my city the way I want it! answered!!!!

I've downloaded forge on my old laptop and am now trying to get it on my current one, it is not working at all. I tried installing the recommend and latest forge and even reinstalled Minecraft, but nothing is working. I keep getting an error saying it cannot download because it is being used in another process already. I don't know what to do now. please help! The text below is the error I'm getting!
