Just make a mods folder in the .minecraft folder

I want to keep constantly check if all of the player's 36 slots are full and if it is full I want the player to execute a command. The version is 1.12.2

I want to check all of the inventory slots besides the armour slots and if it is full it will execute a command for the player. I am using 1.8.9 forge
