    Custom 1.12.2 minecraft server keeping mods unloaded

    Hello, I am making a custom modded Minecraft server, java 8 1.12.2, I was following The Breakdown's guide to it and did exactly what he said. The server was up and my friend, who has the modpack installed, could not see or place modded blocks. I looked in the report and it said all of the mods are unloaded, I have Java 8 installed and everything should be working, I am going to have this Hyperlink send you to a pastebin with my crash report, I did remove foam fix and the result was the same. Thank you in advance
