    I am unable to join my friend's Modded Forge Server

    Hey, me and my friends are about to start a forge server to have fun in. We all have the mods installed, and so does the server, however both my friends are able to join it, excluding me. We had a different server, which wasn't modded, but i was able to join it. Now that we have a different one, i am not able to join it. I can join other servers, like Hypixel, but this is a problem I would really appreciate some help

    Whenever i try installing the Forge 1.13.2 / 1.12.2 Installer, it downloads as a file with the Internet Explorer thumbnail (I've used Opera, Chrome). If i try opening it, it just closes right away. Yes, i have Java on my PC (I'm quite sure, cuz i've even downloaded it after Forge downloaded with the Internet Exp thumbnail) I can't seem to find a fix for it, i've tried the Twitch way of playing Moded Minecraft, however there aren't many Mods provided by Curse... so i ain't using it anytime soon. I use Windows 10, if you would like more information please feel free to ask Thanks for any help PS: I've uploaded a file showcasing, pretty much the entire problem
