    Need help getting mods to work on my forge server

    So me and two friends are trying to set up a modded server and have all installed the mods client side, the mod is tinkers construct and works fine in single player. The problem is that when I run the server we cannot create the blocks in survival and when in creative they disappear once placed. I think the problem might be that I am running the "minecraft_server" jar file but this is because I am unable to launch the forge universal one because it just doesn't open? Any help is appreciated.
