I got the same problem [18maj2019 18:16:38.175] [main/WARN] [net.minecraftforge.fml.loading.moddiscovery.ModFileParser/LOADING]: Mod file Mod File: C:\Users\Admin\AppData\Roaming\.minecraft\mods\OptiFine_1.13.2_HD_U_E6_MOD.jar is missing mods.toml file This is so sad
