the file I can open is the "forge-1.12.2-14.23.5.2768-universal" I also tried to use the video steps to do so but it did not work

How do I get to the command line? Also What is it

I Used the forge installer for the server and it made the files like the forge universal and minecraft server file but after I click the minecraft server file an make the server files and eula and stuff then I click the forge universal to make the mods folder and config etc the forge universal file does nothing

I have been trying to make a modded server for my friends and I know how to get the starting server files (server properties etc.) but when I try to execute the forge file to get the mods folder and config it does nothing. I have watched many tutorials on how to make the server I have downloaded different java versions I feel like have tried every thing. PLEASE HELP!
