When you type that command it's looking for the forge installer in the "current directory"
So how do I change the directory? Nvm

See the part where it says C:\WINDOWS\system32>? That's the prompt itself and that's the current directory.
Yeah? The above is where I typed in the command. I'm not sure what your saying

Sounds like you weren't in the correct folder when you ran the command.
I was staring at the file when I typed it and retyped it 4 times

You say it didn't work when you ran it from the command prompt, can you provide a screenshot of what happens when you try to run it?
It said something along the lines of "file not found or unreachable"

Ok, so I have being have fun with this. The first attempt to install 1.14 forge (first time ever attempting to install forge period) failed because... well I didn't have java installed. Now I have java installed (confirmed via the windows command prompt) and I have downloaded the installer three times now. Once I tried booting it up directly with java and the command prompt command java [forge install file] and that didn't work. Next I changed the file from a .jar to a .java and open it that way, and from what I can see the command prompt (or at least a black window with white text) opens for a split second then crashes. The third attempt was me trying the 2nd over again after I re-downloaded the installer. So... help my idiotic self please. Thank you in advance for any help.

Define "can't run, only open". What happens if you run the file?
I actually can't run the file. There is no option to run it.

You’re meant to download the installer, which will then set up Forge and create a new profile (or update your existing forge profile if it already exists) in the Minecraft Launcher.
If the UI looks different, it’s likely that you’re not downloading the offical version of Forge. Only download Forge from https://files.minecraftforge.net/ because versions from other sites are likely to contain malware and/or viruses.
This is what I am seeing, and I click the installer to download it, download it, nothing happens. I can't run the file, only open it.

Greetings! I am new to forge, so I looked up a few tutorials and they all appear to differ to the current UI. Never the less, I tried to use the installer download to install the forge. The file downloads, however I can only open it, not run it. Am I missing something or is it just because 1.14 is new?
