So I Figure it out. Darthmufin was right 27.0.21 works. The Only Thing That The Other Version Won't work is because with the update shown on this. Build: 1.14.3-27.0.22 - Wed Jul 03 08:08:39 GMT 2019 lex: Add installer processor to deobfuscate Mincraft's Realms library. This task will processes the current realms library from the json, so the installer must be re-ran every time they update it. 27.0 .22 was the start of that error because they add the installer for the minecraft's realms library them the other current realms library from json was corrupted because of the realms library from every single forge version was having same issue to that json file to make the update for the realms library with the json file. so i recommended that download the forge version 27.0.21.

I figure it out why the json file is corrupt its because the 1.14/1.14.3 forge installer was not reading the json on the original version 1.14/1.14.3 since i figure it out the problem all you need is to reinstall the minecraft them install the forge. its worth a try.
