    Forge 1.12.2 is not loading mods

    I have been trying to play pixelmon 8.0.2. But, neither pixelmon or optifine will work. Minecraft doesn't crash. I will get to the title screen, open the "Mods" button, and neither of the mods appear on the right hand of the screen. I have both mods in the mods folder. Also, when I installed forge 1.12.2, a mods folder was not created in .minecraft. So I created my own "mods" folder in .minecraft, put my mods in it but like I said, the mods don't work. I have no idea what I am missing here, please assist me.

    I have tried to install forge 1.12.2 from the launcher "forge-1.12.2-14.23.5.2768-installer-win" but every time once the install has finished, I get an error telling me I do not have multiple files in my library, but when I check to see if I really do have those files, I have EVERY SINGLE ONE the error is telling me I do not have. someone please help me
