    forge 28.0.18 for MC 1.14.4 doesn't show up launcher (shows up in version folder)

    I installed forge 28.0.18 for MC 1.14.4 but it doesn't show up in my launcher. It does show up in the versions folder. reinstalled it many times but it didn't work. also installed 28.0.17 and that didn't show up either. forge for 1.12.2 does show up though. I did read something about creating a new profile, but that didn't work either.
