    is the config button supposed to be grayed out?

    ive noticed that with mods that i would normally be able to edit config for in the mods section, dont have the button for it--well i mean the thing is there but its grayed out and of course not working, is anyone else having this issue? is it something with the 1.14 port? or is it something else?
