    forge 1.13 and higher doesn't work

    When i tried to download forge 1.14 it just didn't want to install i went to ur site and clicked installer and saved the file and then i dragged it to my background but its just an internet logo but it happened all the times i tried like 50 times no joke so i tought maybe a lower version will work so i tried forge 1.12 and that one also didn't work but 1.12 had 2 options latest and recommended latest didn't work so i tried recommended and that one does work it worked he first time so my problem is that in some way only the recommended works but for 1.13 and 1.14 there is no recommended only latest or do you guys have a different solution pls help me
