    Ignore, I have fixed the problem

    I had installed forge 1.8.9 for a mod, but then I deleted the forge installer and the installation in the MC launcher changed and it was called "unnamed installation" so I deleted forge 1.8.9 from my .Minecraft folder and now every time I try and re-download forge 1.8.9 it installs forge 1.12.2. I also tried installing forge 1.11.2 and it installed forge 1.12.2
