    I don't have any other mods installed when I was testing this bug. Have you tried doing a clean install of forge? Have you deleted your old .minecraft folder?

    When you are pressing the shortcut to drop items with the mouse pointer, it will also drop your active Hotbar item even when your mouse pointer isn't pointing near the Hotbar.
