Monkeyboy

So, when using Forge, I place the plugins I want to use into the "mods" folder that is now in my Server Folder. However, when people try to get into my server, it tells them they have to have downloaded what mods I place in the "mods" folder. How can I incorporate mods into my server so that players can automatically start playing without needing to download any modpacks, mods, or plugins. Thank you! (Sorry if this has already been answered or if this is obvious, I'm a total noob )
