Internet explorer is default on my computer

I've looked at the other postings about others running into issues installing forge, and some have been helpful. However, I can't install or run it. It downloads, after hitting "skip" but when it comes time to open it, it opens up the windows installer where it asks if I want to save it, then open it, and it just repeats that over and over.
