    Mods and Config folder not creating

    Howdy players I just wanna ask yall how do I fix this? Sooo when I run forge-1.8.9-11.15.1.1722-universal It should create a Mods and Configuration Folder but for me It won't create It and nothing shows up my eula is set to true https://paste.pics/7RR23 I have all folders but I don't have Mods and Configuration folder.... plz help....thx
