i installed forge and it doesnt work for my server

i installed latest forge for 1.12.2 and when i launch the mc server it doesnt use the forge universal I NEED HELP IMMediatly im making a server for a yter and if it makes a difference my acctual server is on newest version 14.23.5.2847 and my windows is windows server 2012
