it says in the installer text Considering library net.minecraftforge:forge:1.7.10-10.13.4.1558-1.7.10: Not Downloading is this the problem if so how to fix

the forge universal wont open for my Minecraft forge server ive tried to use a command to run it and it just says unable to access It might be windows firewall but ive tried it without that and nothing is working ive tried it on a lot of versions of forge and none of them work so any suggestions
