Additionally, it hasn't crashed or worked any differently than normally, it's just the lack of mods that's the problem

I know how to use mods, I used to use them while I was on a Mac. Now I'm on a Windows 10 laptop and for some reason, the mods don't actually work in game. The mods list says that they are loaded, everything's there on the list and in the folder, but when I actually go into a world, the mods just aren't there, on either 1.15.2 or 1.14.4. I am using Forge 1.15.2 - 31.1.27 & 1.14.4 - 28.2.3, and the mods don't work in either.
