Night-Claw

I am making a 1.12.2 server (forge-1.12.2-14.23.5.2854). After install of server with forge,in the server folder i have two files the server and the forge .jar files and no matter the what the forge doesn't install (i know this because all tutorial i have seen or read show a mods and a config file appears after they run it) but the server installs fine
