my bro came home and helped me nvm

I'm trying to install forge 1.15.2. I downloaded the installer but it won't open. I've installed java but it still does nothing. I've had this problem before but I don't remember how I fixed it the last time. I have also tried using the launcher but it also does nothing. It been hours, please help me.
