So my friends can install anything they want and use it on my server and i wont know anything about it or prevent it?

So i found out that all someone had to do was download a mod and they could use it in my server, me being the owner of that so said server how can i block this from happening because i want everyone to use the mods that I say so and not any mod they want to download and use... Is there a way i can just pick the mods and not allow them to install any and using it?

The funny thing is, the forge itself for me doesnt have problems with furnace, only the Forge Servers that i create have this problem

So i downloaded forge and the game is working absolutely fine, i decided to download normal java version server from their website to play with some friends and it was working all fine, however since my friend wanted some mods to make the game a little more spicy i decided to download the forge server but any server i create with forge the Furnace doesnt work.... No matter what fuel i put into it and any food or sand or whatever to burn it never burns as if the furnace is not accepting any materias... This is an example of how the furnace is https://prnt.sc/t7xo46 But as soon as i exit the furnace the items drop to the floor or back into my inventory! This is the latest version of forge at this time 32.0.25! Does anyone have a solution to this?
