Forge Installer won't run on new computer

We have done installed forge several times and just got a new computer with Windows 10. We can download forge but it won't run. We have updated java. Our goal is to install the Pixelmon mod. The forge version we need does not have a windows installer. We have tried universal and the installer. It won't run. Any help would be appreciated!
