I've installed the latest 1.16.1 Forge version (32.0.75) on a Mac (10.14.6) and placed mods in a version subfolder ("/Users/me/Library/Application Support/minecraft/mods/1.16.1"). This version fo Forge doesn't appear to detect the mods in the version subfolder. However, it does detect and load the mods in the parent "mods" folder.
