it honestly wont let me, it says upload failed. T^T i cant even send pictures of the problem

I can get to the point of download with the .jar but as soon as im supposed to open it it says there is an error. What am i supposed to open it with exactly? Everything i try seems to fail (P.S. i have a laptop, fairly new got it a little less than a year ago. Also im pretty sure it's windows 10)
