As it is said in title - forge on 1.16.2 minecraft have bug, that you can't create portal to nether, after using flint and steel or any other fire starter - it just create fire on obsidian and there is no portal. I checked if that's because of some mods, after deleting every mod (clean forge) it still doesn't work. after using normal 1.16.2 version minecraft (vanilla) it's working as should. forge is bugged right now on that. Someone else have that problem too?
