When i attempt to launch the forge installer, it comes up with 'open with ie activex interface marshaling library or others' and won't let me open it. Please help a poor man

I try to install forge to play pixelmon with my friends, however when i download forge installer, it says 'open with ie activex interface marshaling library or others' and won't let me open it. not related to forge but if this helps, when i install the pixelmon mod, it says the same thing. I have read other threads and none have seem to help.
