    forge-1.12.2-14.23.5.2854.jar doesnt do anything when i try and open it

    I'm trying to make a forge server on 1.12.2 but when i double click on the forge-1.12.2-14.23.5.2854.jar to get the mods folder, nothing happens. can someone please help?
